The Policy Engine is why two communities on simsim can behave completely differently from the same product.
What it controls
Pass-type limits, daily and active caps, allowed days and hours, anonymous-guest rules, zone entitlements, and verification requirements are all policy. The backend enforces them, so a complete-looking action is still rejected if policy says no.
